Default tial 38mm acting funny

So i have a tial 38mm on my 20G setup- went from internal to external.
it came with a .8 bar spring in it and i put a 1 bar in. It acts funny in that no matter how much i tighten the boost controller it only runs 1 bar. i even tried pulling the wg line completely only to still have it run exactly 1 bar.
any idea what the prob could be?????
obivously its something to do w/ the wg so don't ask anything about having crossed vac lines.
it should boost out of control with the line pulled yet still is only 1 bar.

any help would be great.

How did you plug the internal gate? That could be leaking and limiting your boost.
