Can you hear it open up on low rpms around 1500 if recirculated?

No, it usually don't open til like around 3500-4000rpm

huh? It should not open unless you reach boost under the same spring tension rate. Even if it is pipe in a recirculated configuration, the spring tension should still be able to hold the valve close.
