i thought va beach doesnt have emissions? or maybe im smoking crack...
well... i've been through this problem a few months ago... i feel ya frustration.
You could try getting an obd2 oil pump with the crankshaft sensor and swap it out to clear one of the codes. I'm not sure what else you'd have to switch over to clear all your codes, all I did was register in a different county lol.

i just moved to ga and we have emissons here, i still have my inspection from va beach but i have to get my emissions done i have a obd1 d15b with p28 but i hace to by a cat cuz im runnun with a test pipe i dont see why it wouldnt pass because its like drivin a 95 civic everything has been converted but i dont know

just got to convert it to obd2, 96+ have to be obd2 compliant if i'm not mistaken. all they do is type in your vin# and the computer does the rest, at least thats what my emissions guy told me.
really your only options are find an emission free county or convert the obd1 motor to be obd2 compliant.
