Just buy new rotors. Its safer that way then to take away from the rotor.

any reasoning behind this? brake upgrades? If you are asking questions about this simple step you should not be doing a hybrid brake setup

Any machine shop can do that for you, they'll just use a CNC mill or a manual mill with an indexing table. Whether you should be doing this is a different story. Keep in mind that every time you do a brake job you'll have to get this done to the new rotor set.

You could get a machine shop to make you a drill template for the rotors, then you could do them all yourself on a drill press for ever after. This would need to be something that seats into the center bore of the rotor and aligns to some consistant datum, like one of the existing holes. Ideally there would be hardened drill guide bushings pressed in place to keep the template from wearing too. I tend to go overkill when designing machining fixtures though..
If you're going to have the machine shop do all the rotor drilling though, they won't need anything like that.

Right, there were two different options there, one was having the machine shop do it and the other was to have a machine shop make a fixture so you could do it yourself. Both would use Q45 rotors.

Ah, was reading the post wrong. Whoopsie.

Supposedly you can use Altima rotors (which are 4 lug) with Q45 calipers, although I haven't done any research into how feasible it is.

Ya I read that too but I think some one tried those and apparently they are just a tab smaller then the Q45 ones which I why I just want to use the Q45 rotors and redrill them.
