What causes high NOppm?
heres the deal, my fuggin Jeep didn't pass. HC and CO where all fine but it had insanely high NO ppm. at 15mph, the limit is 938, my fuggin jeep smoked 1005 so it failed. It somehow managaged to pass 25mph though. Limit being 854 and mine blazin 851 even though it was pushing it, i passed that. But obviously i've got an NO problem.
I've read about people failing emissions, then putting in just a few gallons of highest oct. fuel, and dumping in a ton of that fuel system cleaner in their tank and passing.

Silverbullet86 - if i was you id (like you said) go with a higher grade unleaded gas and throw in some octane booster. youre only 82ppm over. if your jeep has an EGR valve, make sure it is working. or just go somewhere trashy, toss them a $20 and get your sticker

shyt only stickers i got is month and year, well do they do it in norfolk? cause the whole time i been here and since i put my swap in i NEVER had to go through any type of emissions.

NOx is oxides of nitrogen...you didnt pass cause there is a problem in the EGR system. more then likely, the port is stopped up in the intake. quick test: with engine idling....attach a vac pump to the vac nipple on the EGR valve, and apply vaccuum. engine should stall...or run VERY rough. if it doesnt, pull the valve, and clean the ports out...it is a PITA sometimes!
also check to make sure that the vac lines are right or it...the Jeeps have a TERRIBLE thing with plastic lines cracking.
hope this helps...different fuel wont do anything for NO emmissions.....now if ya had HC issues....a few bottles of Isopropyl alcohol will do the trick for most cars!
