the navy bans, but they dont enforce... you would have to get killed there yourself to get caught so banning is really pointless

They've been known to post Shore Patrol in civilian attire at off-limits places. And most of the time nobody has to ask you if you're military. They just know.

They ban addresses AND names. Plenty of off-limits places have changed names and even owners and are still off-limits.
