They were, but they were turned over to a private company years ago.

Aside from that, there's not too much crime at all in those apartments. They're patrolled heavily by police and crimes get you evicted.

There's a lot more crime in Berkley and Colonial Place than in the apartments in off Brambleton.

Besides, Portsmouth is a monster shithole that contributes to crime and doesn't add much benefit to a community, but they haven't gotten rid of it, so I don't see a problem with a couple of shitty neighborhoods in Norfolk.

Your splitting haires. I dont know which citys projects have more units. I would still guess Norfolks cause they look pretty damn big and I have been inside of all of portsmouths, and they are not huge communities, but Im not getting that deep into it. Also, those four are just what came to mind, I could probably find more if I were that concerned. I know there used to be another on the corner of va beach blvd and Ballentine. That would make 5. I think I have made enough of a point that Norfolk is not some wonderland with two bad parts while Portsmouth is some great big shithole.

But you cant name more than a couple of shitty neighborhoods in Portsmouth either. For every shithole neighborhood you can name in Portsmouth, one can be named in Norfolk.

The point wasn't about "splitting haires", it was about that fact that you throw no real world basis for an argument other than "I have seen"; yet you are the one asking for facts to back up arguments against you. When they are provided you dismiss them.
