OBD I (or OBD 1) is the first incarnation of this system, however its not as technical and restrictive as OBD II.
Basically for emission purposes, an OBD I car will use the sniffer test, while a OBD II will use a port that plugs into a computer system. Thus if you mod an OBD II car and you have to do emissions, it will be an automatic fail (unless you have some ungodly connection haha).

Don't listen to the retards on this site or you'll end up with a peice of shit. Test drive, test drive, test drive I can't stress that enough. Love at first sight does not exist with cars unless its a ferrari, lambo, porsche or lotus. Since none of these are in your price range DONT TEST DRIVE THEM or I promise you you would sell your anal virginity to get your hands on one (some dealerships take that as trade in). Just shop around, test drive the cars you think you want, and go from there. BTW the two cars you mentioned are decent but there are better options in your price range. I'll just throw another car in for you thats in your price range and is very reliable and fun to drive is an acura integra type-r (I hate hondas and therefore acuras but this is a respectable car).
