maybe your not getting enough or maybe too much fuel..

If you don't see anything obvious on the solder joints, it usually means that something, either the chip or the latch (74HC273) that was installed was damaged by static electricity from having the pins touched. Post a pic though, just so we can verify that you have everything installed and in the correct spot.

i followed these directions for the p72, i didnt put any capacitors or resistors, only a jumper

Used an IC socket right?

 

for the 28 pin chip , not the 20 pin chip

 

The 20 pin chip doesn't need a socket, but that's the chip that is most likely static damaged if that is what happened. I'll bet if you replace that 20 pin chip the ECU will work properly again, assuming that the problem isn't with the program on the 28 pin chip. Also, you need to add that resistor.
