sorry i meant to quote this in my comment above

I love living in Norfolk. NPD actually fights crime, not looking for kids with "illegal" exhausts.

I think that would create a monopoly, no aftermarket company could create a replacement item for any automobile, specific federal laws prevent this. What happens when the company ceases to make parts, just toss the cars? They can say, as they have worded inside Virginia law at several points, that it has to be comparable to what it came with from the factory.

If the car came with dipped windows from the factory, you are right, then it would not be illegal. The cars have to meet certain criteria and standards in order to be sold in multiple states, California is the only state that has separate standards so far (that I am aware of) and even that only really applies to emissions. Cars typically have no more than 95% from what I can remember, a significant amount more light transmission than a 35% tint (35% is actually pretty dark compared to stock).

So, I am still curious what the cop was referring to when he said he could go to a new car lot and pick out illegal things that came on the cars stock. Unless he just came out of the academy and has never really read any Virginia code, I would have to say he has his head up his ass. Any cop worth his job will be able to spot many violations that give him reason to pull someone over, but there still has to be actual laws backing him up or he just ruins any chances for a conviction. One phrase no cop wants to hear relating to his case is: Fruit of the Poisonous Tree Doctrine.

again if you are curious if something is illegal for your vehicle in Virginia: READ THIS!

From the amount of threads on here from SRT4 owners, seems like most VBPD could go to a dodge dealership and have an exhaust ticket field day.

An exhaust system shall not be deemed to prevent excessive or unusual noise if it permits the escape of noise in excess of that permitted by the standard factory equipment exhaust system of private passenger motor vehicles or trucks of standard make.

The term "exhaust system," as used in this section, means all the parts of a vehicle through which the exhaust passes after leaving the engine block, including mufflers and other sound dissipative devices.

Chambered pipes are not an effective muffling device to prevent excessive or unusual noise, and any vehicle equipped with chambered pipes shall be deemed in violation of this section.
So putting a non-chambered muffler on a car isn't legal unless that car came with them from the factory (I.E. Fartcannon). I would have to say that putting a chambered aftermarket (like a Apexi WS2) could be passable, but you would probably have to argue that in front of the judge.

I got an exhaust ticket for my spoon exhaust. I paid it because I was in the process of moving out of state anyway. To the land of no exhaust tickets and front plates.
