Yeah, its for the wastegate like Danny said. You T that line for a boost controller. Running a line from that pipe to the wastegate lets the wastegate keep your boost from going over 7psi. If you take that line off then you run ∞ boost....which on a T25/28 is ~22-25psi and your motor will die quickly.
I actually poked a very small hole in that line to make it boost to 10psi, but it wasn't consistent, lol. I do not recommend doing that.
Also, for your BOV I would run the vacuum line to one of the open spots under the throttle body, you can T it to the FPR but it is ideal for each thing to have its own vacuum source.

dont worry, im welding it back. once the car is running. i cut it to pull the motor and work around the bay
i might actually bolt it... its very easy to just pop the whole thing off and get to.. my thermostat, or something
whats the next event ur taking this to? I helped you out the mud pit you were in at summit point during drift nirvana, def. interested in seeing it on the track now!
theres a ods event in april, i live 1 mile from ods, so it will be my test day. then after that ill be at all drift nirvanas
