tig weld on the bolt and build up enough material to grab with some vise grips.
the process of welding will heat it up to make it easy to break it loose....
takes far less effort then center punching and drilling for forever

Advance sells a decent Lisle impact driver that can be socketed for a stripped nut extractor. You could gently apply that 200 ft. Lbs of torque to a right sized extractor over that bolt stub.
