I have a 95 civic ex with a b18c in it. When I try to start it it turns over but wont start. The fuel pump is not coming on however. I took the pump out checked all the connections and even hooked it up to the battery and it seems to be working fine. I've checked the main relay and it checks out fine. Fuel pressure is also fine. When hardwiring the fuel pump to run and trying to start the car it still will not start. I have also checked the spark and I have spark. If anyone has any ideas the help would be greatly appreciated.

check fuses.. i forget which fuse on the top of my head but we had the same problem

 

well it turns out I got water in my ecu. swapped ecus and it starts fine.

 

check fuse relay and ign switch
